The First Ether is the artificial universe constructed by the Singularity. It is enclosed in an ultra dense bucky-ball of super-woven carbon, cutting it off from the Chaos of the Second Ether. The Straight Arrow Fleets of Law reach the Second Ether by means of Scaling Stations and Hard Warping, which tears the fabric of the Multiverse. The Singularity uses the First Ether as their base of operations in their campaign to overthrow the Cosmic Balance and conquer the Second Ether for Law.
